In this situation, You don't need to enable the Tax Rate from the app. You already have Tax Rate enabled in your BigCommerce.
Our app is not getting the tax rates from the BigCommerce store so merchants have to sure if the Tax Rate is enabled in their store or not. If enabled in the store then don't enable here.
